In 30 seconds: before buying land in Marrakech, check the land title, the land's designated use (agricultural land is off-limits to foreigners, unless it gets a non-agricultural use certificate), the zoning / buildability (urban planning information note) and the servicing (water, electricity, road access). These determine what you can actually build.
Titled or untitled land: the basics
Favour titled land (a Land Title registered with the Land Registry), state-guaranteed and safely transferable. Untitled land (melkia) is riskier: uncertain title, unclear boundaries, delays. Request the title, check the boundary survey and any easements (right of way, networks).
Trap #1: agricultural use
Agricultural land is off-limits to a foreign buyer. To build on it, it must obtain a non-agricultural use certificate (VNA). This is the classic nasty surprise on "cheap" land on the outskirts (Route de l'Ourika, Amizmiz…). Always have the designated use verified before making an offer.
Buildability and zoning
Request an urban planning information note: it states whether the land is buildable, the applicable zoning, the ratio (height, footprint, R+1/R+2…) and mandatory setbacks. A "beautiful" but unbuildable or heavily restricted plot is not worth the same as a ready-to-build lot.
Servicing: water, electricity, road
Serviced land (connected or connectable to water and electricity, with road access) costs more but avoids heavy costs and delays. For unserviced land, price the connection before buying.
