The Certificate of Non-Agricultural Vocation (VNA) is the key that opens up Moroccan rural land to foreign buyers. What it is, when it's needed, and how to get it.

Around Marrakech, the most beautiful land opportunities—farms, olive groves, large plots on the roads to Ourika, Fès, or Amizmiz—are almost always agricultural land. And the rule is simple: this land is reserved for nationals. For a foreign buyer, the entry point is called the VNA—the Certificate of Non-Agricultural Vocation.

The Basic Rule: Agricultural = Reserved for Moroccans

In Morocco, a foreigner can freely purchase a built property (villa, apartment, riad) and a titled urban plot of land. However, the acquisition of land with an agricultural vocation is prohibited. This rule protects rural land—and it applies regardless of the size of the plot: a 10-hectare olive grove or a 2,000 m² plot in a rural area.

This is the first point we check on any land file: the actual vocation of the land, as stated in the urban planning documents—not what the advertisement suggests.

What the VNA Changes

The Certificate of Non-Agricultural Vocation confirms that a plot of land, although located in a rural area, does not have or no longer has an agricultural vocation with regard to its intended use—typically a construction project, a tourism program, or an amenity. Once the VNA is obtained, acquisition by a foreigner becomes possible for the realization of the project.

Practically, the VNA is obtained from the competent administration, based on a file: it is assessed project by project and plot by plot. Its feasibility depends on the location of the land, the applicable urban planning documents, and the nature of the project presented. This is why no general promise is serious: a plot of land may be eligible when its neighbor two kilometers away is not.

What We Check Before Any Offer

  • The land title at the Land Registry (Conservation Foncière): unregistered rural land adds a layer of complexity that must be dealt with beforehand, never afterward.
  • The land's vocation and zoning in the applicable urban planning documents.
  • The feasibility of the VNA for your specific project, with the notary and competent advisors—before you commit, not afterward.
  • Easements and access: a VNA is only useful if the project is feasible.

Common Pitfalls

  • Buying “while waiting for the VNA”: making a firm commitment before having visibility on the certificate means bearing all administrative risk alone.
  • The nominee arrangement: having a national buy to circumvent the rule is a false solution that weakens everything—ownership, resale, inheritance.
  • Confusing “buildable” and “non-agricultural”: an optimistic seller is not an urban planning document.
