Daam Sakane in Marrakech: the guide to Morocco's direct housing aid
Daam Sakane is the Moroccan state's direct aid to first-time home buyers. This guide sets out the official amounts, eligibility conditions and the process, for a first-time buyer as well as a Moroccan living abroad (MRE) buying in Marrakech. The figures cited come from the supervising ministry and the official portal; they must be confirmed in their version in force before any commitment.
What is Daam Sakane?
Daam Sakane is the direct housing aid programme set up by the Moroccan state for the 2024-2028 period. It replaces the old exemption logic with financial aid paid directly to the buyer of a first home intended as their primary residence.
The application is filed online on the official portal www.daamsakane.ma, then finalised at the notary at the time of the purchase deed.
The aid amounts
The amount is 100,000 DH for a home priced at or below 300,000 DH incl. tax, and 70,000 DH for a home priced above 300,000 DH and at or below 700,000 DH incl. tax (source: Ministry of Housing).
These are official programme amounts, capped at economic housing: they say nothing about the price of any given property and remain subject to change — to be verified on the official portal before the deed.
Who can benefit?
The aid is for people of Moroccan nationality, residing in Morocco or abroad (MRE are eligible). You must never have received state housing aid and must not own a residential property.
The home must be a first sale and have at least two rooms. Each situation is assessed against the supporting documents filed.
Conditions on the home and your commitments
The property must have a permit to inhabit (permis d'habiter) issued on or after 1 January 2023. In return for the aid, the buyer commits to occupying the home as a primary residence for at least five years, and grants a mortgage in favour of the state.
A resale before five years of actual occupation triggers full repayment of the aid received. Once the complete file is filed, the aid is paid within a short period (around fifteen days) through the notary.
Daam Sakane, new-build and off-plan (VEFA)
The aid targets a completed home holding a permit to inhabit from 2023. A new-build purchase can therefore qualify, whereas an off-plan (VEFA) purchase would only release the payment on delivery, once the home is completed, titled and holds its permit to inhabit — a point to be confirmed case by case on the official portal.

A Moroccan living abroad can benefit from Daam Sakane provided they meet the conditions (first purchase, not owning a home in Morocco, never aided). The application is made on the official platform, and the deed is signed at the notary — including remotely by power of attorney.
